Internal Audit and Control Guidance for Public Sector:Quality Service and “Three Highs and Four News”

On March 23, 2021, the State-Owned Assets Supervision and Administration Commission of Hunan Provincial People’s Government began the “Internal Audit and Control Guidance” program at HNUBS. Associate Director of Executive Committee Xiang Zhang of the Commission, Vice President Chi Xie of Hunan University, Director of Supervision Department Yinong Xiao of the Commission, Associate Dean Shuren Xia and over 200 guests from public institutions attended the opening ceremony. Director Yinong Xiao presided over the ceremony.

Vice President Chi Xie expressed welcome to the attending members and appreciated the support of the commission. He then briefed the achievements of HNUBS in talent cultivation, social service and academic research. He said: “While Hunan is forming ‘Three Highs and Four News’ and developing its structure, the opening of co-developed program underscored the great value of the strategy. The program is to focus and implement the auditing and supervision measures, significant initiative to serve the state-owned assets supervision and state-owned enterprise development and guarantee to the beginning of social modernization drive in Hunan. ”

Associate Director Xiang Zhang inspired the fellow trainees with the following four tasks:

  1. Development of institution and enforcing methods

  2. Foundation work and accounting information quality

  3. Effective auditing and focus on critical areas

  4. Strengthening review on internal control and advance business operation

He also emphasized that “Prevention and control work are crucial to the debt default for corporations under supervision of the commission and lower intensified budgetary imbalances of primary-level governments and other sectors. We should tighten regulation and complete risk management and ensure an overall financial risk. ”

Both parties carefully draft the co-developed curriculum design. It included economic responsibility audit, risk-oriented internal control and review, “Three-in-One” internal control system building and practice, Big Data auditing and other courses. Select professors of the school and hybrid-teaching with case-studies would discover hands-on learning behind theories and leverage working approaches.
